09:24.455 Then there's the specter of dictatorship, 09:24.455 --> 09:28.696 which haunts the people of Cuba, Venezuela and Nicaragua, 09:28.696 --> 09:32.010 defying world opinion and Latin America's broad embrace 09:32.010 --> 09:35.700 of freedom, democracy and the rule of law. 09:35.700 --> 09:39.130 And while the president has started a promising dialogue 09:39.130 --> 09:42.670 with Chairman Kim, we still await 09:42.670 --> 09:44.730 concrete steps by North Korea 09:44.730 --> 09:47.530 to dismantle the nuclear weapons that threaten 09:47.530 --> 09:49.713 our people and our allies in is attempting to capture and control, 15:20.560 --> 15:24.420 the high parts of the modern economy. 15:24.420 --> 15:27.550 As the president's made clear, the United States is prepared 15:27.550 -->
