And so part of the 08:06.381 --> 08:08.590 process is to determine who wants to 08:08.590 --> 08:10.479 have a political future in Iraq , 08:10.479 --> 08:12.590 that's part of the government and and 08:12.590 --> 08:14.757 what part of the society is willing to 08:14.757 --> 08:16.923 participate in the political process . 08:16.923 --> 08:19.090 And so you identify those who people , 08:19.090 --> 08:21.257 those people who want to be reconciled 08:21.257 --> 08:23.423 and you want to have a future of of uh 08:23.423 --> 08:25.534 engagement in the political process . 08:25.534 --> 08:27.701 And then you look at the people who uh 08:27.701 --> 08:29.646 will not be reconciled and who are 08:29.646 --> 08:31.820 intransigent or insistent on carrying 08:31.820 --> 08:34.720 out violent attacks and uh and who will 08:34.720 --> 08:36.831 not acknowledge or recognize the fact 08:36.831 --> 08:39.053 that there's really only one legitimate 08:39.053 --> 08:41.109 armed force in Iraq .
